D3 – Responsibility to Prepare – A practical risk management framework

This workshop introduces the Responsibility to Prepare framework as a method for ‘climate-proofing’ intergovernmental and governmental security institutions. It offers practical recommendations for anticipating, analysing and addressing non-traditional risks to international security through a systematic and robust framework, and draws lessons from existing efforts to manage climate security risks. It outlines ways to incorporate risk management through routinising and institutionalising attention to climate-related drivers, elevating attention to these risks, integrating climate with ‘traditional’ threats like terrorism and nuclear, improving rapid response capabilities and developing contingencies for unintended consequences.

This workshop is designed to meet the information needs of both newcomers to the climate security topic and experienced actors working to improve their institutions’ responses, covering big-picture categories of action as well as useful fine detail on implementation. It aims to deliver a clear understanding of what should be done to climate-proof international security institutions (medium/long-term agenda) and provide practical next steps for individual actors (near-term agenda) to apply lessons learned in operationalising climate risk management around, for example, information flows and capacity-building within institutions, resourcing long-term processes and more.
